Research grants are hidden bets on the future

Research grants are hidden bets on the future

A scientist choosing a research direction resembles a poker player pushing chips to the center of the table. Both act on assumptions about an uncertain future. The poker player bets that the next card will complete a straight. The researcher bets that a particular technology will mature, that regulators will approve it, that the public will accept it, and that few unexpected risks will materialize. Yet scientists rarely write down those assumptions, let alone test them systematically. This oversight creates a growing gap between what research institutions do today and what the world will need tomorrow.

The Blind Spot in Strategic Planning

The instrument that reveals this blind spot is not a microscope or a telescope but a simple question: what are we assuming? Science institutions rarely examine the bets they are making, according to a group of researchers including Bertalan Mesko of The Medical Futurist Institute in Budapest, Hungary Decisions about grants, infrastructure, hiring, regulation, and training all presume that certain technologies will develop on schedule, that specific skills will be needed, and that few risks will materialize. These assumptions are almost never stated explicitly, let alone revised in a systematic way. Without this examination, institutions find themselves scrambling to change priorities after a crisis emerges for which they were unprepared.

The Consequence of Unchecked Assumptions

The consequence of ignoring these hidden bets is a measurable mismatch between current research activity and future conditions. This gap will only grow wider as the pace of discovery accelerates and global conditions shift. Scientific institutions that fail to think ahead will increasingly face pressure to rapidly revise research priorities, training programs, and infrastructure investments — but only after a crisis has already arrived. The authors describe a system that reacts to emergencies rather than anticipating them. A research program that assumed public acceptance of a technology may discover too late that public opinion has turned. A training plan that assumed a specific skill set would be needed may find graduates unprepared for the actual job market. These mismatches are not failures of individual researchers but failures of institutional foresight.

The Missing Tool for Testing Bets

The constraint that limits better foresight is the absence of a standard method for testing and revising assumptions. The scientific community has no established practice for examining the assumptions behind research decisions No systematic framework exists for asking whether a grant portfolio is betting on technologies that will actually mature, whether training programs will produce skills that will actually be needed, or whether regulatory pathways will actually open. Without such a method, institutions cannot distinguish between a well-calibrated bet and a blind gamble. The first step is recognizing the problem: every research program is a bet on the future, and the odds are being set without anyone checking the deck
