The mayfly lives two lives. In the first, it is a nymph, dwelling on riverbeds for months, breathing through gills and grazing on algae. In the second, it sprouts wings, rises to the surface, and lives for a single day. The danger begins with a routine act. Tick and flea treatments for dogs and cats contain potent pesticides, and at least two of them are finding their way into UK rivers at levels high enough to damage wildlife. The two substances are fipronil, a broad-spectrum insecticide, and imidacloprid, a neonicotinoid. Broad-spectrum means fipronil is designed to kill a wide range of insects, not only the specific pests named on the label. Neonicotinoids are a class of chemicals modelled on nicotine, best known for their effects on bees. Both substances can break down in the environment into other compounds that are more harmful still. Among the creatures harmed at the concentrations found in rivers are mayflies, dragonflies, and caddisflies, all of which spend part of their life cycle in the water. When these insects decline, the fish and birds that feed on them lose their food supply. What follows is a chain reaction: fewer insects, fewer fish, fewer birds.
Rosemary Perkins, a researcher at Imperial College London who gave evidence to the parliamentary committee, described these chemicals as “incredibly potent at extremely low levels.” [1] That phrase deserves attention. It means a concentration far too faint to be seen, tasted, or smelled in a glass of river water can still be enough to harm an insect. The problem, Perkins explained, goes back to a decades-old assumption held by national and international regulators. Any veterinary medicine used in non-food animals, meaning cats, dogs, and other companion animals, was treated as carrying negligible environmental risk. “Effectively, they have no meaningful environmental risk assessment,” she said. [1] That assumption was applied to dozens of products across many years. It is now collapsing. “It’s really opened up a Pandora’s box, because we have dozens of these products that have been approved based on this assumption that we now know is not scientifically valid,” Perkins said.
The story of fipronil and imidacloprid in UK rivers has a strange twist. Both chemicals were once used heavily on farms as agricultural pesticides. Both were banned for that purpose a few years ago. Yet the chemicals kept appearing in waterways after the bans took effect. At first, researchers assumed they were seeing a legacy: residue from years of farming, slowly washing out of the soil. Then testing methods became more sensitive, and the picture changed. The chemicals were turning up “pretty much everywhere in waterways,” in Perkins’s words. That made a simple legacy explanation impossible. Work by Perkins and her colleagues pointed to a different source. Parasite medications applied to household pets had become the main route by which these banned agricultural poisons were entering the environment.

From One Pet’s Neck to the Nation’s Rivers
In 2025, the Environment and Climate Change Committee of the UK’s House of Lords published a report on the problem. Its conclusion was pointed: pet owners should not treat their animals for parasites such as ticks and fleas unless the animals actually need treating. The reason is that no one can currently be sure these treatments are safe for the people who live with the pets, and the evidence that they harm wildlife is growing. The committee called for the sale of these treatments to be restricted, so that people could buy them only after consulting a veterinarian, a pharmacist, or qualified pet shop staff. At the heart of the complaint is a gap in the approval process. Pet treatments are not subjected to rigorous assessment before they reach the market. SENTENCE: The chemicals linger on fur and skin, and from there they transfer to hands, cushions, and bedding.

The committee’s concern extends beyond rivers and insects to human health. “There is also worryingly insufficient evidence to assess whether or not [pet parasite medicines] are harmful to human health,” the report says. That is a striking admission. These are products applied to animals that live indoors, sleep on furniture, and are handled by children. The chemicals linger on fur and skin, and from there they transfer to hands, cushions, and bedding. Yet the question of what they do to the people in the same household has never been properly studied. The report focuses on the UK, but the same tick and flea treatments are sold in many countries. “This is a worldwide issue,” Perkins said. What holds in Britain holds wherever the products are used.
How do the pesticides travel from a pet’s neck to a river? The route is more direct than most people imagine. Once a spot-on treatment is applied, the pesticide spreads through the animal’s coat. From the coat, it ends up on carpets, furniture, and every surface the pet touches. SENTENCE: When they wash pet bedding, the same thing happens.

Her team detected the pesticides in wash-off water even before asking pet owners to stroke their animals. The chemicals were simply on the owners’ hands all the time. Shed dog fur is another vehicle: contaminated fur has been found in the nests of wild birds.
The report also looked at the instructions that come with these products. Most packaging currently recommends that dogs be bathed no earlier than four days after treatment. The committee says that is far too short. It recommends extending the waiting period to 28 days, seven times longer than the current guidance. The reason is simple: the longer the chemicals stay on the animal, the more of them end up washed down the drain. Every wash sends another dose of pesticide into the wastewater system, and from there into rivers.

The Next Measurement That Must Be Taken
Meanwhile, the products themselves are changing. Flea and tick treatments containing fipronil and imidacloprid are gradually being replaced by a newer class of chemicals called isoxazolines. Isoxazolines are typically sold as chewable tablets rather than spot-on liquids. They behave differently in the environment, and the difference cuts both ways. They are less soluble in water, which sounds like an improvement. But instead of dissolving, they bind to sediments. That means they accumulate in soils and in sewage sludge. When sewage sludge is sprayed onto farmland as fertiliser, the chemicals may end up in fields. From there, they could reach pollinators. “There has not been much work done to date to assess this,” the report says.
Given the uncertainties, the committee’s central recommendation is restraint: the use of pet parasite medications should be minimised until independent research clarifies their risks. The committee is equally critical of how the products are marketed. Manufacturers promote the idea that routine treatment for parasites is required, and they encourage pet owners to order their supplies through monthly subscriptions. “However, the benefits of routine, and certainly monthly, pet parasite medicine usage are not supported by scientific evidence,” the report states. Some experts think the report should have gone further. Perkins said she hoped it would recommend making these products prescription-only. Some wildlife groups, meanwhile, want some of the products banned altogether.
There is another reason to restrict these products, and it has nothing to do with the environment. It has to do with whether the treatments still work. Perkins said she sees a lot of animals treated with old spot-on treatments containing fipronil that still have fleas. That is a warning sign. Restricting use, she argues, slows the development of resistance. “We need effective parasite treatments, and we need to make sure we preserve their efficacy,” she said. The report is blunt about what is missing. “The true scale of environmental harm resulting from pet parasite medications is not known,” it states. Closing that gap is the next measurement needed before anyone can be certain about these products. Until that measurement exists, the mayfly, the dragonfly, and the caddisfly will remain the most honest warning system we have.
