Most people think digital sovereignty is about building a better search engine. It is not. It is about the right to decide what happens to a citizen’s health records, a government’s internal memos, and a nation’s defense plans. It is about the ability to say no. For decades, Europe traded convenience for control. It used American cloud services, American operating systems, and American search engines. Now, a series of events have turned that trade into a liability. The European Union is starting to take its digital destiny back.

The trigger was not a single law. It was a slow realization. In 2018, the United States enacted the CLOUD Act (Clarifying Lawful Overseas Use of Data Act). This law allows US law enforcement to compel American companies to disclose data stored abroad, including in European data centers, under certain conditions. For a European government, this means that using Microsoft Azure or Amazon Web Services is no longer just a business decision. It is a security risk. The data you store in a European data center can be accessed by a foreign power without your permission. That changed everything.

France was the first to act visibly. In early 2026, the French government announced it would move some of its computer systems from Windows to Linux. The shift starts with the machines used by the Interministerial Directorate for Digital Affairs, the agency that coordinates digital policy across ministries. No timeline is set for a full switch. But the message is clear: France no longer wants its infrastructure dependent on a single American company.

The Health Data That Could Not Stay Secret

The most sensitive data a government holds is health data. It reveals who is sick, who is vulnerable, and who is at risk. During the COVID-19 pandemic, the United Kingdom struck deals with Google, Microsoft, and Palantir to manage National Health Service data. Critics warned that the CLOUD Act made this arrangement dangerous. British health data could end up in American hands.

France took a different path. Its Health Data Hub, a massive repository of patient information, originally ran on Microsoft Azure. In 2025, the government announced it would leave Azure. The challenge is not solely technology; it is scale. American tech companies have decades of data, billions of users, and trillions of dollars in market value. The Big Question: Can Europe Compete?

The central question is whether Europe can compete. American tech giants have enormous advantages in money, talent, and global reach. European companies are smaller, younger, and less known, but the European market’s size, strong privacy laws, and political will offer potential for growth.

The answer is not certain. But there are reasons for hope. The European market is large. It has 450 million consumers. It has strong privacy laws. It has a skilled workforce. And it has political will. Governments are using their purchasing power to support European alternatives. That creates a market that would not otherwise exist.
